DIRECTOR GENERAL

 

In 1993, the Office of Disaster Preparedness and Emergency Management (ODPEM) was established as a statutory organization by the Disaster Preparedness and Emergency Management Act to advance disaster preparedness and emergency management measures in Jamaica. The organization is committed to develop and implement policies and programmes to achieve and maintain an appropriate state of national and sectorial preparedness for coping with all emergency situations which may affect Jamaica.

 

The ODPEM is seeking the services of a highly qualified, dynamic, multifaceted and results-oriented professional to fill the position of Director General.

 

The Director General reports to the Board of Management and acts as Advisor to the Government of Jamaica on disaster and emergency management issues.

Key Responsibilities

                                 

  • Undertakes statutory responsibilities as stated in the Disaster Preparedness and Emergency Management Act. 
  • Advises the government on the formulation of policies relating to preparedness, and ensures that all Ministries, Departments and Agencies (MDAs) and other key stakeholders are sensitized accordingly.
  • Develops national policies for disaster management for adoption by the National Disaster Committee. 
  • Collaborates with scientific and professional organizations, including the public sector bodies, on hazard analysis, risk assessment and disaster mitigation and prevention.
  • Provides direction and oversight to the programmes of the ODPEM and the framing of development policies.
  • Ensures that the ODPEM optimizes its efficiencies through inter-divisional collaboration and coordination of internal processes, systems and procedures.
  • Establishes and maintains strategic partnerships with regional and international entities, MDAs, the private sector, non-governmental organizations (NGOs) and other strategic partners, to advance and achieve the mandate of the ODPEM.
  • Represents the organization at various fora, as well as on various boards, committees, et al. (locally, regionally and internationally).

 

Qualifications and Experience

 

Candidates should preferably have postgraduate qualifications in Disaster and Emergency Management, Earth/Environmental Sciences, Engineering, Urban/Regional/Development Planning, or equivalent discipline, with at least 10 years of executive management experience. International exposure, coupled with experience working with high level officials, would be an asset.

Remuneration and Contract

 

A remuneration package, in keeping with the guidelines of the Government of Jamaica, will be offered to the successful candidate who will be employed on a contractual basis.
